ST. MARYS — The St. Marys City Council approved bids for local projects during Monday evening’s meeting.
The council approved submitting a multimodal grant application for the St. Marys Municipal Airport’s runway repaving project. City Manager Joe Fleming explained that he needs permission to submit this application for $750,000 to help the airport with this project.
The council was under the impression this was an estimated $2 million project. Councilman Ned Jacob, who also sits on the St. Marys Airport Authority, noted that the project consultant has come back with a different price –$1.3 million. He said the repaving needs to be done in 2026-27.
Fleming said the city will be putting a top finishing layer on 37 roadways this summer.
“Since this is the fifth year, we go out and put the top coat and finishing touches on them,” he said.
The estimated $1.5 million project will be paid for through capital improvement funds and a “revolving Pennsylvania Infrastructure Bank (PIP) loan” through the Pennsylvania Department of Transportation (PennDOT).
Bids were received March 13, Fleming said, with four contractors submitting sealed bids:
- New Enterprise Stone and Lime Co. –$1,319,000
- Glenn O. Hawbaker, Inc. –$1,668,000
- IA Construction –$1,735,000
- PV Paving and Concrete –$1,860,000
The council approved the contract be awarded to the lowest bidder, New Enterprise Stone and Lime Co. at $1,319,000.
For the 2025 North Michael Street bridge culvert replacement project, an estimated $1.2 million project that will be paid for with capital improvement funds, the city received bids from three contractors on March 13:
- Bucktail Excavators Inc. –$979,342
- Merlo Inc. –$1,297,000
- Francis J. Palo, Inc. –$1,427,000
The council approved the contract to the lowest bidder, Bucktail Excavators Inc. for $979,342.
Also addressed was a request from a resident of 401 Eagle Lane in St. Marys for a utility right-of-way for the purpose of electrical power. This was approved by the council.
